SOCORRO, Texas -- Zinnia Mares has to jump through puddles just to get to her car, and it's a bigger obstacle to leave her neighborhood. She said every time it rains, Fray Olguin Court turns into a muddy mess.

"My car slides from my home to the stop sign where I can get on Socorro every morning when it is raining on my way to work," said Mares.

Mares said some of her family members have gotten their vehicles stuck before. She said even the UPS man has complained.

"I thought after I e-mailed the mayor and the council of the city of Socorro something would happen," said Mares.

But it turns out these residents have a bigger problem on their hands. Socorro elected officials said Fray Olguin is a private road and it's against the law for a city government to use taxpayer money to fix private property. Each resident on Fray Olguin owns a slice of the road and they would have to hand over ownership to the city in order for improvements to be made.

Unfortunately, some of the owners of these plots don't live in Texas and the city hasn't been able to contact them.

"I don't know what else we have to do. It's been like this for the last 17 years and it's not fair for everyone who lives on this block. We're all taxpayers. It's ridiculous, it's sad and it's embarrassing," said Mares.
