Youth minister accused of photographing, touching two teen boys

Judge: Suspect a danger to the community

EL PASO, Texas —

A man is facing child pornography charges after he is accused of possessing images of child porn and a sexually explicit instant messenger chat with a 16-year-old male on his work computer, officials said.

Joe Tapia, 46, sat inside a federal courtroom Friday.

Jay Mortenson, an FBI agent specializing in Internet crimes against children, said Tapia filmed and took pictures of two 15-year-old boys, and both teens told the agent that Tapia grabbed and rubbed their private parts.

Mortenson said that information was given to them voluntarily by Tapia. He said they were initially investigating Tapia after a tip from Tapia's now former co-workers.

"He was communicating with what appeared to be young boys," said Mortenson.

Mortenson said the company's president wanted to get to the bottom of the problem. Mortenson said a Yahoo conversation showed Tapia talking to a 16-year-old boy from Argentina.

"Did you confirm that the conversation was indeed with a 16-year-old boy?" Tapia's defense attorney Erik Hanshew asked during Tapia's detention hearing.

"No, I have not," said Mortenson.

Mortenson said they did confiscate the computer and through subpoenas were able to track the Yahoo account to Tapia and from there obtained Tapia's address from Time Warner Cable.

Mortenson said when they arrived at Tapia's home Tuesday, Tapia offered up information.

"He said approximately 20 to 50 images would be found depicting genitalia," said Mortenson.

Mortenson said Tapia also admitted to taping and taking pictures of two 15-year-old boys as they changed for a church performance. Mortenson says one of the boys suspected Tapia was filming him.

"It looked like he was texting," Mortenson said one of the teens told him. "He said Joe Tapia had touched his penis."

"He pulled his foreskin back from his penis," Mortenson said the other teen said.


Tapia also admitted to sending some of the pictures to seven of his contacts, Mortenson said.

The El Paso Catholic Diocese said Tapia was a youth minister at San Jose Church. They said he passed a background check and also took safe environment and sexual harassment training. They said he has been suspended indefinitely.

During Tapia's hearing a federal judge said Tapia is a danger to society and will remain behind bars until his trial. No date has been set. If found guilty, Tapia could face anywhere from 15 to 30 years in prison.

Tapia's wife, son, and daughter seen in this exclusive video were inside the courtroom but they had no comment as they left.
