Eva Dominguez tries to keep her tenants happy by keeping the apartment complex on North Ascarate clean. But the task may seem impossible when the property next to hers has a mess. The back yard, which separates Dominguez's by this simple chain link fence, is littered with trash, pieces of clothing and things that attract flies.

"There is a strong smell coming from the neighbor's yard. He has a lot of dogs and his yard is dirty," said Dominguez.

Dominguez believes the neighbor's lack of responsibility for the dogs became the problem.

"These people next door had a pregnant dog who had eight puppies. Now they're grown up and now it's a mess," said Gerardo Hernandez, a tenant.

Hernandez said he is forced to keep his windows closed and his air conditioner off to keep the stench of feces from coming in.

"We tried to talk to the man and he said he cleans only on Sundays. Excuse me? With this rain and the heat, it brings out the smell. That's the worst thing," said Hernandez.

KFOX tried to talk to the neighbors but no one answered the phone.

Dominguez called Animal Control. The department left a notice last week indicating that they received a complaint and they advised them that they would return and look for licenses and vaccinations for all pets in the house.

"I have tenants who complain to me. They can't take it anymore and I need to do something about it," said Dominguez.
