EL PASO, Texas —

El Paso Water Utilities officials tell KFOX 14 that a break in a 16-inch water main break caused water to flood on Lindbergh in the Upper Valley, forcing crews to work throughout the day.

Water was seen just after 1 a.m. Monday flowing down the streets and crews and residents drudging through the water.

This isn't the first time this neighborhood has flooded.

During February's freeze, a valve on a water reservoir froze and also caused flooding.

One person who lives less than 100 feet away from the water main described how she discovered her house was being overtaken by water for a second time.

My son came into our room. He said he felt warm (water) over, and he's like, 'Wait a minute, again?'” Cindy Oporto said.

Since this is the second time Cindy's property has been flooded, she is very frustrated.

KFOX 14 went to the water utility company to ask how it will be helping residents affected by the broken pipe.

"We have someone on staff who has gone and visited with these property owners and is working with those property owners," Karol Parker said, the public affairs manger at El Paso Water Utilities.

Water utility officials say they had already been in the process of replacing the pipe, which is made of PVC, with an iron pipe.
