Police said Mata agreed to meet 19-year-old Jorge Flores and a 16-year-old gang member at the school for "jumpout" so he could join another gang.
"We've been talking to lots of people, and it's all pointing us in the same direction. These are the two people responsible, and he was a member of a gang," El Paso police spokesman Chris Mears said.
But Mata's family disagreed, and said that he would never get involved with gangs. Another reason the family is upset is because it said they haven't received any information from El Paso police about the case.
"The type of case and the type of situation will dictate how often we make contact with the family and the victim throughout the investigation," Mears said.
Mata is now able to speak, but his family said he suffers from short-term memory loss and can't remember what happened.
