Spur 276 Project Draws Controversy

EL PASO, Texas —

When Dr. Rick Bonart looks at the natural arroyo near the Outlet Shoppes in West El Paso, he sees a dying breed.

"This as the last opportunity to have an actual contiguous arroyo trail all the way from Franklin Mountains to the river and the river trail," said Bonart.

TxDOT wants to put in a four-lane road called Spur 276 from Talbot Avenue to Doniphan Drive next to where the arroyo is currently located. Right now, the plan turns the arroyo into a concrete channel to prevent flooding.

"With the velocities coming off the mountain, and what we saw two years ago, there are concerns about erosion. One way to prevent that is to concrete line the channel," said Tony Uribe, with TxDOT.

But that could change. Bonart wants something called a hybrid channel.

"We could have a pilot cement channel through here, but there would be big natural sides to it, and possibly use some of the Mowad land that they purchased as a drainage pond," Bonart told KFOX.

"We've heard their concerns. We've actually spoken with some people about that. We're looking into the possibility of doing that, but no decision has been made," said Uribe.

Bonart sees the hybrid channel as a compromise, and a chance to hold on to his beloved trail.

"I'm totally, 100 percent optimistic, and we're going to put up a good fight to make sure that happens," said Bonart.

TxDOT said the project will cost about $24 million, and they expect construction to begin in the summer of 2011.

TxDOT officials also said they want your input on this plan. On Thursday, Nov. 6, TXDOT will hold a public meeting at 6 p.m. at Canutillo High School where anyone can chime in on the issue.
