Some downtown El Paso sidewalks not handicapped-accessible

By Bill Melugin

EL PASO, Texas —

A disabled man who goes by the name Cowboy and gets around in a wheelchair, told KFOX14 that there are certain areas in downtown that don't have sidewalks with ramps for him to use, sometimes forcing him to travel a block as a detour to find a ramp.

"I avoid areas without a ramp," Cowboy said. "There are areas with no wheelchair ramp for me to get on the sidewalk."

The city of El Paso told KFOX14 they are actively working to make sidewalks more accessible for those who are handicapped.

"Six million dollars have been earmarked in 2012 as part of the infrastructure capital plan, the department will go in and do an assessment and inventory of areas that require sidewalk improvement," said Julie Baldwin, an administrator for the city's Construction and Engineering Division. "To address downtown streets for example, we have, upcoming, the central business phase four project and that's a massive downtown reconstruction project."

Cowboy said he lives behind City Hall, and since he routinely travels the area, it would be nice to have handicapped-accessible sidewalks wherever he travels.

"If anybody sees a problem area that they feel needs to be worked on, they can contact the El Paso Department of Transportation and make a work request, or if they would like us to make a larger assessment, they can contact the engineering department, they will go out and take a look to see what help can be provided," Baldwin said.
