Socorro police Sgt. involved in Tuesday night's raid involved in other government controversies

SOCORRO, Texas —

The city of Socorro's Police Department is operating without four police officers and a dispatcher, who are currently facing criminal charges.

The city's spokesperson said he spent hours waiting outside the city's police headquarters and police substation as the Department of Public Safety and Texas Rangers raided both locations.

The arrest affidavits for the four officers and the dispatcher have yet to be released.

As KFOX14 previously reported, officials confirmed that the Texas Rangers arrested Lt. Jose Alvarez, Sgt. Refugio Orta, Officer Israel Delgado and Detective Javier Varela.

In July, KFOX14 reported that Orta was one of four Socorro city officials being investigated by the El Paso County Sheriff's Office for misuse of city money.

Orta was also named in a personnel incident report from Feb. 23, 2011, which alleged that Orta forced officers to give out traffic tickets in order to generate money for the Socorro Police Department.

As of 5 p.m., only Delgado and Varela have posted bail. Officials said all of the men have multiple charges against them. All four face an "official oppression" charge.

City spokesman David Garcia said this raid came as a complete surprise to everyone and has hurt the image and reputation of the police force in Socorro.

"That is massive," Garcia said. "It is no secret that it came as a surprise. Everybody was surprised. I can't talk to enough people that are surprised because of the integrity that we believe we have in the Police Department. If it didn't surprise you, there may be a question there."

The mug shots of the men have not been released.
