Socorro Not Collecting Impact Fees For Years; Taxpayers Feeling Burden

SOCORRO, Texas —

For years, developers who built in Socorro didn't have to pay fees that help fund other capital improvements like in other cities. That's because the city didn't require them and taxpayers were footing the bill. But that's all changing.

The city of Socorro is not the sleepy little town it used to be. It's growing and it's growing fast. But there are some aspects in Socorro that are not progressing at the same pace.

"The streets here in Socorro are terrible," said Arnie Miranda from Socorro.

If you ask anyone who lives in Socorro, they'll say their first complaint is streets.

"If they widened it a little, it would be nice," said Chris Baeza from Socorro.

The city does what it can to maintain the streets. But it could do more. The city should have been collecting impact fees from developers years ago. Impact fees are paid by developers to help pay expansions or construction needed to accommodate the development.

"We lost out on a lot. We lost out on quite a bit," said Socorro City Council member Sergio Cox.

He said the city hasn't collected these well-deserved fees for more than 15 years. He explains that currently the city put a freeze on development in order to update their ordinances to include a charge for capital improvements.

"There was revenue that we're not collecting as a result of not having these in place," said Cox.

For years, the burden for capital improvements fell on taxpayers.

"They're leaving it for the taxpayer to pay for the streets," said Miranda.

City council members placed a moratorium on development over a year ago. Cox said there's been a delay because the council voted to hired new lawyers for the city. He said the freeze hasn't hurt growth in Socorro.
