Residents Have Lots Of Questions For El Paso Water Utilities

EL PASO, Texas —

Gary Hoff is the owner of "The Original Blimp," a small building in Central El Paso that now has a big water bill.

"I already cut hours for my people," said Hoff

He went to one of the community meetings to find out more about the new stormwater fee. He heard these types of questions.

"Why didn't this go out to the voters? Why didn't bonds come up for this? Why did the city you know, kind of flub away from it?" said Hoff.

The big question was when would the Public Service Board reassess the stormwater fee.

"They didn't really say pointblank when it would happen," said Hoff.

KFOX news crews made their first phone call to El Paso Water Utilities a little after 9 a.m. on Wednesday. One crew went to El Paso Water Utilities headquarters on Wednesday afternoon to answer viewer questions about water bills. They weren't even let past the front desk. No one would talk to KFOX on camera, not even the person who speaks to the media.

It was not until 6 p.m., when KFOX showed up at Mission Valley Regional Command at a public meeting, that we finally got someone to speak to us. Turns out KFOX was not the only ones having trouble getting answers.

"This is the frustration that you guys, saying, call us, we'll give you answers. I'm still waiting for Hector's answers and I'm still waiting on Mr. Baretta's answers," said one concerned citizen to the moderator, Nicholas Constanzo.

Constanzo is the vice president of El Paso Water Utilities, and he was the one who finally spoke to KFOX.

"There was a lot of public meetings with city council and the PSB, there was a lot of information disseminated, but until you get the bill, a lot of people really didn't see the impact," said Costanzo.

He also answered the question of when the Public Service Board will reassess the fee.

"They've asked us to prepare some scenarios for rate consideration, rate relief, and we will be presenting that to the board May 7, we are going to have a special board meeting at 5 p.m.," Costanzo told KFOX.
