Request from El Paso Times to unseal plea agreement for Dolores Briones granted

EL PASO, Texas —

A plea agreement has been unsealed in the case of Dolores Briones, a former El Paso County judge who was charged in a public corruption scandal that stems from 2004.

Our news partner, The El Paso Times filed the request in September to unseal Briones' plea agreement. U.S. District Judge Frank Montalvo unsealed the documents Wednesday.

Briones was charged in 2011 with conspiracy to commit theft or embezzlement of federal program funds, according to U.S. Attorney Kenneth J. Gonzales. She pleaded guilty to a bribery charge during a closed hearing.

The former county judge agreed to plea guilty on Dec. 9, 2011, to the charge as long as she fulfilled her obligations. In return, the U.S. Attorneys' Office agreed not to bring on additional charges stemming from the Ruben "Sonny" Garcia Jr. and Cirilo "Chilo" Madrid indictment.

Briones pleaded guilty to conspiring in 2005 and 2006 with Garcia and Madrid to support a $600,000-a-year contract that Garcia's company, LKG Enterprises Inc., had with the county-run Border Children's Mental Health Collaborative.
