Mexican federal police said they arrested two suspected drug smugglers who would disguise themselves as Mexican soldiers.
Police said Oscar Alonso Candelaria Escajeda and Ivan Gandara Trejo would disguise themselves and confront Texas lawmen along the Rio Grande.
One incident was caught on a sheriff deputy's dash camera, authorities said.
It happened in January 2006, when deputies spotted three vehicles, including one military-style Humvee near the border.
The smugglers fled back across the border, leaving behind more than half a ton of pot.
An official with Mexico's attorney general's office said the two are believed to be members of the Juarez drug cartel.
