EL PASO, Texas —

Four pit bulls that a jogger said attacked him in the lower valley will be euthanized, announced a city spokeswoman.

Tammy Ponce-Olivas with the City of El Paso on Thursday said that the dogs will euthanized after they are observed for rabies the next 10 days.

The owner of the dogs, Juan Trivizo, surrendered the four pit bulls Wednesday evening said Ponce-Olivas.

A 46-year-old jogger was attacked Wednesday.

A Lower Valley neighborhood is torn between whether the dogs and dogs' owners are at fault for the attack

Dylan Breslin, resident, said he's seen the pit bulls running loose.

"I kind of expected (the attack) to happen," Breslin said. "(The dogs) have been out a lot recently."

Another neighbor said the jogger was known for disliking the neighborhood dogs and was even seen beating them with a stick two weeks ago.

Other neighbors said that's inaccurate and the dogs were constantly running loose.

"A while back, I called 911 because one of the big dogs charged an old lady walking down the street," Breslin said.

The jogger was bitten several times. He was taken to Del Sol Medical Center and he's expected to recover.

Trivizo gave an emotional and exclusive interview to KFOX14. He had tears in his eyes during the interview.

"They're not just running loose in the street," Trivizo said. "I have my gate closed as often as I'm here, and when I'm not here they're inside. I was pulling into the driveway. They were right here. The gates were open. (The jogger) was running by at the same time. It was just all bad timing and now unfortunately I have to see my dogs go. And look at them. Not even barking or nothing at you guys. They don't even know you guys."

The dogs were friendly, with their owner present, toward KFOX14 News crews.

Animal Services conducted a "Dangerous Dog" investigation.

"As far as we know, our dogs are being put to sleep," Trivizo said. "No if, ands or buts."

Trivizo said his dogs are like family.

"They're going to be territorial of course," Trivizo said. "(The jogger) did get attacked. I ran out there. I got my dog as quickly as I could. We asked him if he needed help. We offered our assistance but he said, 'No, just get your dog. I'm fine.'"

Animal Services returned to the scene and picked up the dogs late Wednesday.
