El Paso, TEXAS —
Investigators have charged Angel Arellano, 20, with aggravated assault with a motor vehicle .
Police say he ran a 21-year-old man over along Vista Del Sol Road early Thursday morning.
Officers say the victim, who looked upset, was standing in front of Arellano's SUV when Arellano ran over him.
He was taken to University Medical Center with serious injuries.
