Officials: Socorro man illegally dumped more than 500 pounds of solid waste

EL PASO COUNTY, Texas —

A Socorro man is facing charges for allegedly dumping more than 500 pounds of solid waste on a neighbor's property, El Paso County officials said.

Victor Manuel Villanueva was charged with two counts of illegal dumping of more than 500 but less than 1,000 pounds, according to El Paso County Sheriff's Office.

Ralph Girvin of the county attorney's office said Villanueva was arrested Friday morning and is accused of dumping tree trunks.

Court documents state Villanueva is accused of dumping metal and a motor vehicle.

Villanueva, 58, faces up to a year in jail and a $4,000 fine, officials said. "The illegal dumping of solid waste and household trash continues to be a serious problem in the unincorporated areas of El Paso County," said El Paso County Attorney Jo Anne Bernal. "Besides affecting the health, safety and quality of life of the families, illegal dumping costs taxpayers thousands of dollars every year in investigation, prosecution and cleanup costs."

According to the arrest affidavit, on June 6, 2011, a deputy was dispatched to 800 Clems Rd. in reference to illegal dumping. The victim said the dumping has occurred on the northern part of her property.

The victim owned about 450 acres, and the deputy noticed that the northern part of the property was covered in more than 1,000 pounds of trash that had accumulated for several months.

The victim told the deputy she never gave the offender permission to dump on the property, the affidavit stated.

Illegal dumping and other environmental crimes may be reported by calling the Environmental Hotline at 1-888-6EL-PASO, El Paso Police Department at 915-834-4400 or El Paso Sheriff's Office at 915-546-2280.

County officials said citizen collection stations are available to users who show a copy of their most recent water bill and ID. The stations accept household hazardous waste, but not construction and demolition debris. The sites are open from 8 a.m. to 4 p.m. Tuesday through Saturday.
