Neighborhood Still Flooding: City Says Not A Priority

KFOX has reported on flooding in a South Central El Paso neighborhood that's been an ongoing problem for the past few weeks, and on Wednesday, the city finally got back to us, telling us the area doesn't even make it into the top 30 on the city's priority list of flood repair projects, even though these residents almost had to be evacuated from their homes Tuesday night.

On Tuesday night Ruby Morales and her family had water flowing at least a foot high in front of their home.

Morales said she took home video a few weeks ago, which demonstrates just how bad the flooding gets, even when it's not raining.

"They said if it kept rising, they would have to evacuate us," said Morales from South Central El Paso.

Despite this warning, a spokesperson for the city of El Paso, Julie Baldwin, told us they are not going to do anything about this area right now. We first called the city last week about this problem and Wednesday Baldwin assured us over the phone that engineers know about this area, but she wouldn't go on camera to talk with us.

Instead, she faxed us the city's priority list for flood repair projects, and this neighborhood around Flower and Francis is nowhere on the list, even though it could be a safety risk for Morales and others living there.

"It scares me because we already have the sandbags ready just in case, but what about if the water goes inside our house and we have to leave, we don't want to leave our house," Morales said.

Morales said the city told her the water is coming from the Rio Grande.

Baldwin tells us there are two mechanisms controlling water in that area: a drainage, and gravity flow.

She said the neighborhood is designed with a gravity flow problem, which may be the reason why residents believe the water is coming up the drain there from the Rio Grande.
