Mowad Street Residents Want City To Let Them Rebuild

September 26, 2006 —

While the homes on Mowad Street have been condemned by the city of El Paso, some residents are still trying to fix them up, including Alotea Mijares, who checks up on her home everyday, with hopes of moving back in soon.

"I want to stay here because it is our home, I worked so hard all of these years, not just me, but everyone in this block, it's a calm area and everyone knows everybody," said Alotea Mijares, resident on Mowad Street.

As KFOX reported, Mowad Street was one of the worst-hit areas by the flooding, leaving many to dig mud and push water out of their homes.

"Yes, the water did come in my home, it went down this front hallway," Mijares said.

It is because of this devastation the city decided to condemn these homes, but many resident disagree, which is why they went to Wednesday's city council meeting asking the city to let them move back in. But the city said they have already paid over a million dollars to help this area, and now they don't believe it is worth it.

"I think the city, at one point in the last five years, spent $2.2 million of community development money trying to fix a kind of pond to help this, but it obviously failed because the arroyo failed," said Ann Morgan Lilly, West El Paso City Council Representative.

It's an arroyo, residents told city council Wednesday, that if it is fixed, would spare them the flooding problems they had.

But El Paso's Development Services director disagrees.

"The Mowad subdivision is actually the low point in a hole, the bottom of the subdivision is actually 3 feet lower than Doniphan and it is equal to the bottom of the drainage impoundment, built next to it to protect it," said Alan Shubert, city development services director

And while Shubert said he feels sorry for these residents, he believes the health and safety of these residents comes first, which is why he doesn't want to see anyone move back in.
