On Thursday KFOX obtained the application filed in El Paso's Probate Court, seeking guardianship of the former mayor and his estate.
It was two years ago that the mayor's wife, Eugenia Maria Ramirez, also known as Kenna, took her husband to a treatment facility in Zaragoza, Spain where he remains today.
Through those court documents, Ramirez's mother said Kenna did not notify or consult the family, and she believes Ramirez is often left alone and without family contact.
