EL PASO, Texas —
A report by the Inspector General’s Office showed that roughly 146,000 people from the El Paso ports of entry did not have the proper documentation to enter the country.
Overall in Texas, more than one million people did not have the proper documentations, making Texas the state with the highest noncompliance rate.
Many Americans who reenter the U.S. from Mexico and Canada are not complying with the new Western Hemisphere Travel Initiative.
A report by the Inspector General’s Office showed that roughly 146,000 people from the El Paso ports of entry did not have the proper documentation to enter the country.
The report found that roughly 55 million people or 96 percent of Americans had the proper documentation when they reentered the country, but 2.3 million others or four percent did not.
Under the WHTI, U.S. Citizens traveling out of the country by land, must have a passport card or other form of approved documentation to reenter the country.
Right now Customs and Border Protection officials said they are working under an informed compliance model, but will soon step up enforcement.
“They will be informed of what the rules and regulations are, that they have changed, but they will be allowed to enter the country if they can prove both citizenship and identity,” said CBP spokesperson Stephanie Malin.
KFOX asked if the noncompliant travelers pose a threat to security.
"We don't think so. We do have primary inspections,” said Malin.
On page one of the executive summary the report stated, “Until the new travel document requirement is fully enforced the agency continues to incur risk that persons falsely claiming to be citizens of the United States, Canada and Bermuda may be admitted to the Untied States."
