The Village of Vinton is still without a budget tonight after council members could not come to an agreement.

It was a quick meeting by Vinton standards, less than an hour, and council was unable to come to a resolution on the budget that must be finalized by the end of the month. Juvencia Rios Ontiveros motioned to adjourn themeeting because said her budget wasn't prepared the way she asked for it.

Juvencia Rios Ontiveros proposes a budget that would slash village employee salaries by 50 percent.

Except her own.

The village accountant says her budget would cause property taxes to rise and drive the village further in debt .

The town faces a half-million dollar debt to an engineering firm for wasterwater assessment, after Ontiveros, Maria Media and Martha Garcia refused to accept a $30 million grant for awastewater system.

It's move that baffles the small community.

KFOX14 confronted Ontiveros after the meeting and asked her why she wouldn't listen to the people begging her.

"I am listening but I also answer to the people that aren't here," said Ontiveros.

KFOX14 asked Ontiveros why those people never attend the meeting.

"Because they are hard-working people," said Ontiveros.

At the end of the year, Vinton will be the only community in El Paso County without water and sewer.

If council would accept grant money the town could eliminate its debt at the same time, it would receive a sewer system.

KFOX14 asked Ontiveros why she would not accept the grant money, if she was taking kickbacks from the water company.

"No, that is the mayor," said Ontiveros.

Ontiveros said she would not accept the grant money because she does not want to put the village in debt.
