School Survey Stirs Controversy

EL PASO, Texas —

A regional survey included in some school registration packets has some feeling discriminated against.

A Migrant Family Survey from Region 19, form MHE-MP-F056.2, asks questions designed to help identify migrant families and provide them with aid.

But KFOX14 has learned the form is causing confusion among some parents.

One parent told KFOX14 she would rather home school her child then fill it out.

Arlene Gonzalez said she was offended by the form, and when she refused to sign it, she was informed she couldn't register her son for school.

The form asks questions such as whether the student's family has recently moved in order to pick different types of fruit and vegetables, or obtain work in dairies, fisheries or slaughtering.

Gonzalez said in four years in the Ysleta Independent School District, she's never seen a form like this. When she got it in her son's enrollment packet from East Point Elementary School, she sent it back blank. She was told it was mandatory. She ripped it up and sent it back and again was told she had to fill it out.

"To me, I just felt kind of disrespected that I even had to fill a form like that out," said Gonzalez.

When she couldn't get any answers from the school or YISD, she came to KFOX14.

"They've been just sending me back and forth a lot, and nobody can tell me as to, 'Yes, I have to,' or, 'No, it's not mandatory.' I've just been getting different answers regarding it," said Gonzalez.

When KFOX14 called YISD's main offices as parents curious about the form, we were told it was required. When the station called as KFOX14, YISD looked into the matter and said the form is not mandatory.

YISD apologized for the confusion, adding that parents who do not want to sign the form can simply write "decline" on the form and turn it in.

Region 19 sent KFOX14 this statement: "The Migrant Family Survey Form is a big part of the identification and recruitment efforts throughout school districts' campuses. It is one of the strategies to identify migrant students in order to receive supplemental services. It is not a new form and it is not a requirement for enrollment. Parents may choose to complete or not; parents may choose to disclose or not. Confidentiality prevails at all times. We thank you for the opportunity to clarify this issue."

KFOX14's inquires as to whether the supplemental services were state-funded or federally funded were not immediately returned.
