EL PASO, Texas —

President Barack Obama's new immigration policy allowing for certain undocumented residents to defer deportation has local immigration lawyers on their toes.

Local immigration lawyers say any time a big immigration announcement is made their offices are flooded with phone calls.

Local immigration attorneys praise the president's decision, saying a deferred action gives many some type of relief, but they say they remain skeptical because it takes a long time for procedures and policies to reach the ground level.

The attorneys say they are still waiting to see how it will play out here in El Paso. They say there is a great potential for fraud, that people here in El Paso called Notarios who tell immigrants they can fix their papers.

Lawyers say these people don't have the permission or authority to do so and will potentially advertise they can help with the new deferred action.

Even though it will take 60 days before the policy can go into effect, lawyers say right now, the procedures for this deferred action still haven't been ironed out.

"What they've put out right now is very minimal. Right now a person should not pay anyone to do this process for them," said Raymundo Eli Rojas an El Paso immigration attorney.

Lawyers say the only two groups of people who can do immigration work in Texas are attorneys and accredited representatives certified by the Board of Immigration Appeals.
