EL PASO, Texas —

As of 11 p.m., Beto O'Rourke is the unofficial winner in the race for El Paso Congressional District 16.

O'Rourke has beaten Republican challenger Barbara Carrasco.

The 40-year-old former city representative also won in the Texas May democratic primary against incumbent Silvestre Reyes. Reyes represented District 16 for eight years.

O'Rourke said jobs, the economy and making international bridge wait times better will be his top priorities as he gets ready to head to Washington Tuesday.

"What I want to do for El Paso, as we are represented on a national stage, is to show people why I am so proud of this community," O'Rourke said Tuesday night. "I want to show them why we are the most exciting place to live, to work, to raise a family, to start a business, to retire. I think sometimes Washington looks at El Paso or the border as a security threat. We know that to be far from the truth."

O'Rourke said he will only be a four-team congressman and believes in term limits.
