Law Enforcement Agencies Crack Down On Sex Offenders

EL PASO, Texas —

City, county and federa law enforcement agencies teamed up to arrest dozens of registered sex offenders across El Paso County.

Their alleged crime was not keeping authorities up to date about where they live or work.

"Our focus for the operation was to make sure that if a sex offender told us they lived at a certain location or they work at a certain location, they were there," said Gerry Payan with the U.S. Marshal’s Fugitive Task Force.

El Paso police, sheriff's deputies and U.S. Marshals worked together on Operation Guardian West.

After three months of work, they said they found that out of more than 800 registered sex offenders in El Paso County, more than a hundred had failed to maintain their proper registration.

So far, they've arrested 68 people in connection with failure to register as a sex offender. For example, in the county outside El Paso city limits, Sheriff Jimmy Apodaca said his office keeps track of 350 registered sex offenders.

He said more than 10 percent had failed to keep their registration up to date.

"We've arrested 33. We still have 14 outstanding warrants for those individuals that we'll continue to look for and we will arrest them and bring them to justice," said Apodaca.

In a recent TeamFox Special Assignment, KFOX told you the story of John Fox, a registered sex offender who allegedly left town without notifying authorities.

Fox was working as a contractor in Iraq and apparently maintaining an online relationship with a 16-year-old El Paso boy through MySpace.com.

Fox was one of the men arrested in the operation.

"El Paso was kind of like a dumping ground for a while there for some of these people and when you ignore that and say, well, there's nothing we can do about it, that doesn't send the right message to our community when they look to law enforcement agencies to protect them," said El Paso Interim Police Chief Greg Allen.

"If they fail to obey those laws, and they're out there in the community, then they pose a threat to the citizens of this county. So, it’s very important that we keep track of those individuals," said Apodaca.

Law enforcement authorities said Operation Guardian West is ongoing and they expect to arrest more sex offenders who have not maintained their proper registration.
