Vinton council members do not come to agreement over budget

VINTON, Texas —

The Village of Vinton did not come to a compromise Tuesday night on its budget and risks shutting down the village starting Oct. 1. 

Tuesday night was the last budget meeting before the new fiscal year begins Oct. 1 and after months of discussion, council members have been unable to reach an agreement. 

The task at hand was figuring out how to repay more than a half-million dollar debt. The village owes this debt to an engineering firm for failing to complete a waste water system. 

The village council initially approved the project but then councilwomen Juvvencia Rios Ontiveros, Martha Garcia and Maria Medina refused to accept the grant money to pay for the project, leaving the town with a large deficit. 

KFOX14 was first to report of Ontiveros' budget proposal to cut village employees' salaries in half, except her own. The proposal will not only put the village further in debt but also triple the tax rate for residents and threatens to shut down the village. 

"No one can stand a cut of 50 percent," said Mayor Madeline Praino. 

"Residents are upset, because they say to (the three councilwomen) 'You put us in this situation, and you don't want to cut your salary and you are cutting the employees' salaries,'" said Praino. 

In Tuesday's meeting, the council faced a few options. They could have either approved the village's budget proposal, accepted Ontiveros' budget proposal, or ratify a temporary 30-day budget. 

A 30-day budget would lead to severe tax issues. Taxes need to be in by October, and a 30-day budget won't include a tax rate, therefore, the village would not be able to submit its tax rate to the county to send tax bills out to residents. 

The village's debt could have been wiped out if the three councilwomen agreed to accept the grant money and allow the sewer project to continue. 

"To me it's an absolute no brainier to bring water and sewer if you have the opportunity to do it," said state Rep. Dee Margo.
