LAS CRUCES, N.M. —

Dr. Pawankumar Jain faced the second day of a hearing before a hearing officer for the New Mexico State Medical Board Tuesday.

Jain is accused of overprescribing medications to his patients and is allegedly linked to 17 toxicity deaths.

As KFOX14 has reported, Jain's license was suspended in July.

Medical expert Dr. Cesar Velarde testified on behalf of Jain, saying he felt Jain followed the proper procedures, particularly when administering epidurals.

Administrative prosecutor Daniel Rubin said that Jain would charge his patients for a full epidural but not carry it out correctly.

The state said that Jain topped the prescription monitoring program's list with more than three million prescriptions and said that he prescribed around 22,000 prescriptions a year.

Several of Jain's former witnesses testified in the doctor's defense Tuesday, but the media was not permitted to attend.

One of the defense's own witnesses, Dr. Richard Steig, said that he felt Jain can improve upon his record keeping.

"In Dr. Jain's, case the first thing I would recommend is that he switch to electronic record-keeping so that anybody scrutinizing his records can read them," Steig said.

The testimony heard during the hearing will be sent to the State Medical Board, which will ultimately decide whether Jain will keep his license.
