EL PASO, Texas —

Representative Courtney Niland called claims by El Pasoan William "Billy" Abraham 'untrue' and said there have been no discussions about a proposed parking lot on his property.

On Thursday afternoon, Abraham called an impromptu press conference outside of his American Furniture Building to announce that he had talked to Niland and Mayor John Cook about converting the building into a parking lot, since he claims the city was seeking to relocate to the Plaza Building on Oregon Street.

Just minutes after his announcement, Niland, who was unavailable to meet, told KFOX14 News in a phone conversation that there was no 'validity' to his statements. Just two hours later, she released this statement:

"I was not aware of any press conference held by Mr. Billy Abraham. Any comments made about me are absolutely untrue. There has been no discussion of any prospective location for City Hall to be relocated to, nor has there been any discussion of parking property in conjunction with the relocation of City Hall.

The only discussion held between myself and Mr. Abraham, was in fact the necessity to bring his blighted properties up to code."

The Mayor's Office said there has not been a committee formed to discuss the new location of City Hall.

Abraham, meanwhile, still faces a charge of intoxicated manslaughter after allegedly running over and killing a homeless man in 2010.
