EL PASO, Texas —
Sgt. Miguel Lucero began his career with the El Paso police department in 1999. In April 2008, he was promoted from police officer to sergeant.
His personnel file included 12 performance evaluations and one self-evaluation report. All of the reports said Lucero was "competent" or "exceeds performance standards."
One of Lucero's evaluators said, "Officer Lucero refuses to deviate from department policies, rules and regulations due to his high level of discipline and integrity."
But earlier this month, El Paso Police Chief Greg Allen fired Lucero. Allen said an administrative investigation found Lucero had an inappropriate relationship with a 15-year-old student while working as an off-duty security officer at a local school.
Ysleta ISD officials said Lucero worked on an as needed basis at YISD from 2001 to September 2010. He worked primarily at Riverside High School.
El Paso police opened a criminal investigation. So far, no charges have been filed against Lucero.
As KFOX reported earlier this month, Lucero's internal affairs history card showed only one prior incident. In October 2007, Lucero's wife filed a complaint of off-duty misconduct. Lucero received a written reprimand.
Though Lucero's complete personnel file was requested, there was no record of a 2007 reprimand in the 182 pages given to KFOX.
The records did include a 2005 written reprimand for failing to make a report when a woman claimed that she was assaulted by her boyfriend.
"Although the complainant became uncooperative with you and your partner, you still had a duty to complete the investigation," the letter or reprimand stated.
The 2005 reprimand was rescinded seven months later.
