KFOX-14 Demands Answers On Arrested El Paso Police Officers

By Lauren Rozyla

EL PASO, Texas —

An eight-year veteran of the El Paso Police Department was found to be in possession of marijuana Monday, police said. KFOX14 learned that in the past year, a total of five police officers were arrested on charges ranging from sexual assault to drug possession. KFOX14 took comments and questions the public posted on KFOX's Facebook page to the top of the El Paso Police Department: El Paso Police Chief Greg Allen.

"How can the youth respect cops when you see and hear stories like these," posted Silivia on our KFOX-14 Facebook Page.

"Wow, what a great example he's setting for our youth," posted Veronica, referring to the officer most recently charged with marijuana possession.

"Wow," posted Rene. "And people still say we have no corruption!"

They are referring to those five El Paso police officers were arrested and have either been terminated or in the termination process:

-Robert Barragan was charged with possession of marijuana, after officers discovered marijuana near a blue smoking pipe in his home on March 28. 2011.

-Zake Rivera was accused of sexually assaulting a woman while responding to a domestic dispute on Jan. 23, 2011.

-Mark Munoz was charged with sexual assault, accused of molesting an El Paso woman as she passed in and out of consciousness while intoxicated in Nov. 2010.

-Alberto Madrid was accused of stealing money from a money box from a wedding reception when he was off-duty working as a security officer on Oct. 9, 2010.

-Miguel Lucero was accused of having an improper relationship with a female high school student in Sept. 2010

On Wednesday, KFOX14 requested an interview with Allen regarding the recent arrests, but we were told he was tied up in meetings for most of the day. Darrel Petry, a spokesman for the El Paso Police Department, said he would forward our request for an interview to Allen and Julie Lozano, Communications and Public Affairs Manager for the city of El Paso. However, we were told that Allen will most likely not be able to speak on many of these issues, as he cannot disclose many human resources and personnel issues.

We have requested the past three years of records from the El Paso Police Department to find out if more police have been terminated than previously released - and the exact reasons of why they were let go. Something one Northeast El Paso resident said we need to know.

"Who are we going to look up to?" said Mark Strling. "Who can we look up to basically?" Tonight, we want to know more of what you think. Feel free to leave your comment on KFOX's Facebook Page or on Twitter.
