Investigators said that driver struck 51 year old John May who was jogging along sometime between 5:30 and 6:30 this morning.
The driver then kept on going.
Police say if you choose to go running on El Paso's roads, there are steps you can take to remain safe.
Detective Darrel Petry said, "Always try and run against traffic so you can see what's coming. Do not run in the roadway, and of course, as always, wear light clothing, reflective bands, reflective clothing is always a help."
The vehicle involved is described as a small to mid-sized dark brown or maroon metallic sedan.
