Indictment: Former congressional candidate faces 7 criminal charges

NEW MEXICO —

The indictment involving a former congressional candidate who is accused of slashing the tires of a former political opponent and former campaign manager was released Thursday.

A grand jury for the state of New Mexico charged Gary Smith with aggravated stalking, harassment, two counts of criminal damage to property over $1,000, and four counts of injuring or tampering with a motor vehicle.

Smith is accused of the same crime in El Paso.

The El Paso Police Department said there was never enough proof to arrest Gary Smith or charge him with anything when accusations were made against him spanning from 2009-2012.

Kenneth Propps said a disagreement with Smith over an insurance claim in 2008 led to slashed tires and constant harassment for years.

Warrants were issued for Smith's arrest in El Paso. Police finalized the warrants in April 2012.
