"I am worried about an animal running into something and hurting itself or maybe even killing itself. Just over 15 to 20 minutes of enjoyment for a bunch of people," said Fifer.

For the past several years the Abundant Living Faith Center has celebrated the New Year with an extravagant fireworks display.

One of the horse owners gave KFOX some video of the horses at Fifer's stables last New Years. In the video one horse can be seen running around in circles panicking. KFOX called the Abundant Living Faith Center for an interview with the pastor, but was told he was too busy. KFOX talked to the center's media director on the phone and she said the church followed all the procedures needed to have a fireworks display. She said they feel they're not doing anything wrong.

"They've made all the permits, all the regulations that we've asked them to do, including the company that's going to come in and set up this display," said Lt. Mario Hernandez with the El Paso Fire Department. "They've all followed all the proper paperwork, the permits that need to be issued, and they're ready to go for tonight."

But Fifer said it's not about the rules and procedures they have to follow. It's about the animals.

"Once we found out it was going to happen, it discourages you completely. Nobody is listening," said Fifer.

Fifer said he understands the church has the right to celebrate this holiday, but what he doesn't understand is why they do it in such an extravagant way.

"These are tough economic times. Why are we wasting money hurting others when we could be doing something good with that money?" said Fifer.
