EL PASO, Texas —

In U.S. District Court Tuesday, four more members of a scheme to cheat tax payers out of millions of dollars received their sentence.

All of them apologized to the court, to the community and their family for taking part in that scheme.

The FBI says the plan was to get several elected county officials and school board members to steer about $100 million in contracts for health care via the company ACCESS health source.

ACCESS Health source reportedly never came through on some of its promises for health care, plus a number of public officials were said to have been bribed.

Former El Paso Attorney David Escobar will serve 41 months, or just less than 3 1/2 years in prison.

Escobar must also pay $10,000 in fines and some $42,000 to the Ysleta Independent School District. Afterward, he is set to serve three years of probation.

Former city councilman and county commissioner Larry Medina will spend 16 months in prison, plus pay a $156,000 fine after he is released, and finishes three years of probation.

It's 41 months in prison for Milton "Mickey" Duntley. He is a former El Paso police officer, El Paso county sheriff's deputy and YISD school board member. He will also have three years of probation and pay a $30,000 fine.

"While that is a long time, we felt it appropriate to go the 41 months. Mr. Duntley has made a few mistakes that have come back to haunt him ever since. And he's taken full responsibly," Mario Gonzales, Duntley's attorney, said.

Another former YISD board member, Linda Chavez, is on five years of probation and must serve 30 days in a halfway house.
