EL PASO, Texas —
The family of a Fort Bliss soldier killed while in the El Paso County Jail still is still left with questions surrounding Sgt. James Browns' mysterious death.
Brown, 26, self-reported for a two-day drunken driving sentence at the El Paso County Jail on July 14. Within hours, Brown was dead.
Newly obtained jail records show Brown advised the nursing staff at the jail upon admission that he suffers from post-traumatic stress disorder, is prone to violence, had been treated in a psychiatric hospital and was under four prescribed medications.
At some point in those 12 hours for an unknown reason, Brown was sedated by injection at the jail by medical personnel. Within in an hour, Brown was declared dead at University Medical Center.
The autopsy report obtained by KFOX 14 indicates that Brown's death was ruled natural due to sickle cell crisis. This form of medical condition is meeting growing controversy in the criminal justice community due to a recent in case in Milwaukee that also involved the death of a man due to sick cell trait.
The medical examiner in Milwaukee initially ruled the death in that case as sick cell crisis and natural. But upon reviewing the squad car video in which the subject in that case died, the medical examiner reversed his ruling to homicide.
In Brown's case, El Paso County medical examiner Juan Contin tells KFOX 14 that he did in fact view that video before his ruling. However no other entity has been allowed to view the video including KFOX 14 News and the attorney representing the Brown family even though it's been requested through the Freedom of Information Act.
The county is allowed to withhold the video from the public after appealing to State Attorney General Gregg Abbott. The AG ruled that because the El Paso district attorney is planning to put the video before a grand jury, the video is considered part of an investigation and can remain private.
The district attorney cannot say when the grand jury will be presented the video.
Meanwhile, KFOX 14 News has contacted the Texas Jail commissioner, who says the commission ruled there is no investigation needed of the jail, but admits that jail commissioners also did not view the video because that is not part of their review procedure.
Brown's family has hired an independent forensic pathologist to look into the death. Toxicology reports from the hospital the night of his death show no illegal drugs were in his system nor was there any alcohol.
The family does not understand how a father of two children who endured boot camp and two combat tours never had a sickle cell episode, but suddenly died from one.
Brown served in Iraq with The Buffaloes - 4th Battalion 17th, Infantry Regiment, combat soldiers belonging to the 1st Brigade Stryker Combat Team of the famed Old Ironsides First Armored Division at Fort Bliss.
Brown had two young children and a wife.
