Since then, Miller has been fighting hard to take the control of the storm fees from the Public Service Board and move them to the city council.
“The Public Service Board is not accountable to anyone,” Miller said. “They are appointed officials; they're handpicked."
While not agreeing with the fee rates, the intention is to not do away with the fees, he said.
"We're OK with the stormwater utility,” Miller said. “We want to the fees to be fair and equitable for everybody, which they really are not yet. We want the transparency and accountability that a city government can give us."
Not surprisingly, the PSB does not want to let the stormwater fees out of their hands.
"We just have a few people that want to take it back to city hall for their own personal interests, but we have not had very many complaints from the public,” said Ed Archuleta, President and CEO of the Public Service Board.
According to Miller, there are at least 10,000 El Pasoans that would like to the fees change hands. That is how many signatures he collected to get the measure on the ballot. It is all for transparency, he said.
"Thats the buzz word today, you know the Obama administration, ‘transparency’,” Archuleta said. “You know I have a board, it’s the mayor and four other appointed members.”
However, instead of members they should be elected officials that have to be accountable to their constituents, Miller said.
The matter is expected to appear on the city’s May 9 ballot.
