Elderly Man Goes Missing And No Silver Alert Goes Up

EL PASO, Texas —

Cesar Fernandez, 91, hasn’t been seen since Tuesday morning. His family said he suffers from dementia and they want help bringing him home.

The Silver Alert program set in place earlier this year is aimed at reuniting people like Fernandez with their families, but no alert was put out for his disappearance.

"We have to answer four questions the state request. It is basically a form we must fill out answering these question. For instance is this person a resident? Is this person diagnosed with a mental illness such as dementia or Alzheimer's," said Javier Sambrano with the El Paso Police Department.

Fernandez's family said he has dementia but since he was never formally diagnosed by a doctor he doesn’t meet the requirements for a Silver Alert. That is something state Rep. Joe Pickett wants to change.

"The fear originally by some of the people on the public safety committee was that they didn't want alerts going off so often that the public would not be paying attention. But I think when you get to be 90 years old, you are more of the exemption than the rule,” said Pickett.

Police said the Silver Alert is just one of the many techniques used to find a missing elderly person. They use additional tools to get the information out as well, they said.

"In this particular circumstance, it does not meet the state criteria. Nonetheless at the local level, we have put the information out. It has been out since we found out about the disappearance," said Sambrano.

"We know it does and can work. Now can we expand it to include people who are 90 years old who don't have dementia? I believe we should," said Pickett.

Police still have not found Cesar Fernandez.

He was last seen driving a brown 1991 Ford Ranger pickup with a camper and Texas plates 77Y-XM1.
