District and state audits reveal Canutillo ISD cheating allegations

CANUTILLO, Texas —

The final findings of two separate audits into allegations of cheating in the Canutillo Independent School District were revealed to the public.

The board of trustees called a special meeting Thursday where they announced just how many violations the district was guilty of committing.

The meeting started out with internal auditors from CISD reporting their findings, and 23 students were reclassified from 10th-grade to 11th-grade during the 2010-2011 school year at Canutillo High School.

Those students were considered to be a part of the Limited English Proficient, Special Needs or At-risk groups.

Allegedly, the high school's goal was to get the number of LEP students to below 50 so they could bypass federal standards.

The final report from an audit by the Texas Education Agency confirms there was a manipulation of students who were new to the country at Canutillo High School under former principal Jim Fry.

In regards to Fry, TEA officials said he was "instrumental and responsible for actions and decisions that were made to affect the annual yearly progress rating for Canutillo High School."

The TEA also discovered the wrongdoing was not ongoing. They thanked the district and its board for self-reporting the possible issues in the first place and cooperating with the investigation.

The TEA and district agreed to start a corrective action plan to not only fix the district's wrongdoing, but also help the students affected by the decisions that were made.
