A man, who chooses to remain anonymous, made the discovery on one of his many bike rides through the area.
"We see all sorts of other stuff, like dogs and stuff, but never horses," the man said.
The horses were dumped at the bottom of an arroyo and their dumping was most likely done under the cover of darkness.
"We come at all hours. We've been here in the morning, we've been here in the evening so probably in the middle of the night because you can still see the tracks from where they back up to dump them," he said.
While he was disturbed by the sight, he was thankful he spotted them alone.
"My first reaction was, that's good that I didn't have my kids with me 'cause I'd hate to explain dead horses in the desert to my daughters, you know, it's something you don't want to have to do," he said.
It's an obvious risk to public health and he hopes showing this will send a message to those horse owners who may not think they're doing something wrong.
KFOX has notified the El Paso County Animal Control Office and they will be investigating this case.
