EL PASO, Texas —

Two newly-elected county commissioners were sworn in Tuesday.

Vince Perez, county commissioner for Precinct 3, took the oath of office a noon at the Adobe Horseshoe Theater in San Elizario.

"It's been a very, very long campaign, and I'm just extremely grateful to all the voters that believed in our campaign and came out to vote," Perez said.

Perez's seat used to belong to Willie Gandara Jr., who resigned in 2012 after being arrested on federal drug trafficking charges.

Because of the corruption that plagued the precinct, Perez said many of the people felt under-represented and were without a voice.

"This was a historical election," Perez said. "The voters really want change and wanted someone that had a vision for the future."

Carlos Leon, county commissioner for Precinct 1, was sworn in at 11 a.m. at the county courthouse in downtown El Paso.

"I feel so humbled by the fact that I was elected to the office," Leon said. "I feel the tremendous responsibility that this office has to the citizens of the county of El Paso and the city, because we're a team; we are not separate in my view."

Leon felt that the ongoing corruption scandal within the commissioner's court was also a huge factor in the election. The lack of honesty, he said, was impactful, but the new commissioner's court shows promise.

"With this new commissioner's court, with myself, it's going to be very transparent," Leon said. "Everything is out in the open, so I am very excited to be part of this great team."
