Teran has served on the commissioners' court for the past 11 years.
In a letter to friends, Teran wrote, "I am convinced that I should not seek re-election."
The letter makes no mention of the ongoing federal investigation of corruption in local government, which has included a search of Teran's office at the county courthouse.
