EL PASO, Texas —

According to the city of Horizon, April Garcia, who works as a code enforcement officer for Horizon, was arrested on drug trafficking charges Thursday morning.

Neighbors who witnessed the D.E.A. raid said that sheriff’s deputies, F.B.I. agents and Border Patrol agents all assisted.

The D.E.A. is being very tight-lipped about the bust, saying only that its agents were in Horizon Thursday morning as part of a multi-state operation.

Garcia's boss, Robert Coleman, said that Garcia has been placed on administrative leave for now. As her case develops, the city of Horizon will re-evaluate her employment status. She’s worked for the City of Horizon for about five years.

Coleman said as a code enforcer, Garcia’s duties were to manage nuisance violations like overgrown weeds or abandoned cars.

She went through testing and got certified. She understood the courts and the prosecution system.

Neighbors said that Garcia has a small boy.
