City Approves Smart Code Regulations

EL PASO, Texas —

Joseph Monge is biking to his home near the end of the Kern Place neighborhood in West El Paso. He works at the Weinerschnitzel nearly two miles away on Mesa Street.

"I don't have to waste any money on gas or car, so, really I just go up and down the streets, and I carry my uniform in a bag," said Monge.

Monge's daily routine is what the city hopes residents would do in a smart growth community. Smart growth is having homes within walking or biking distance of restaurants, grocery stores, and anything else people may need.

On Tuesday, City Council created smart code regulations for developers.

"They do have the option, they can go with smart code and go through all the zoning requirements, or they can go with the regular development as we have it now," said district 3 representative Emma Acosta.

The city also gave developers a small incentive to build new neighborhoods using the smart code. The city will waive the application fee for smart code users, about a $1,500 value.

As for Monge, he loves having the option of biking where he needs to go.

"Everything is pretty close, because it's Mesa, everything is there, and I don't think I should get a car because, you know, I can have everything right there," Monge told KFOX.

And he said, it creates a sense of community.

"Sometimes they see the routes that I take and sometimes they offer me water, if I run out of water, and also, people say hi. Before, if you get in a car, you are just here and you're there, and that's it," said Monge.
