The second floor of City Hall was a packed house on Tuesday. El Paso city councilors voted 5-3 to adopt a downtown revitalization plan recently proposed by the Paso Del Norte Group.
People against the plan fear they won't be able to afford to lease a building.
"Once they build the new building they're going to throw a lot of people out," said Fernando Magdaleno, a former business owner.
The plan council approved will serve as a general guide for the future growth and development of the city. The plan includes the creation of study area plans that will serve as separate policy documents. City representatives against the plan have concerns about eminent domain.
"I don't agree with the plan because of eminent domain. Even though Miss. Adauto said that today and it wasn't in there last week, as we go along it's never in there. But the end result is it's in there somewhere," said city Rep. Eddie Holguin.
The city plan commission explains the revitalization plan is done in several steps and the vote Tuesday was solely on the land-use framework of the plan. City Rep. Beto O'rourke explained the plan would only affect a small portion of Segundo Barrio.
"Only two of those streets are proposed to be affected by this plan, S. Oregon and S. Mesa. Both of those streets will be greatly improved. We're talking about turning decrepit housing into modern housing and making sure that it's affordable," said O'rourke.
Supporters of the plan in the audience expressed the need for El Paso to move forward.
"Love El Paso, the way we do. Let's come together and come up with the best plan we need to come up with because El Paso needs to move forward," said Fermin Acosta, an East El Paso resident.
