The overflowing Rio Grande was a major concern in South Central El Paso overnight Tuesday.
By Wednesday morning residents were at a loss for answers.
"They say that the drainage is backing up because of the Rio and it is rising and there is nothing they can do," said Ruby Morales.
For residents there, the flooded streets are something they are seeing far too often. Tuesday, due to high river levels, the Chihuahuaita neighborhood began to see more flooding by around 5 p.m.
The water began rising slowly, then flowed into Florence and into Etina.
"(We are) devastated and scared because last time it got all the way to our yard and we couldn't do nothing about it," Morales said. "We called for help and they said they couldn't do nothing and we don't understand why."
Morales said this is the second time in the past few weeks her yard has flooded. Many of the people who live in the neighborhood are elderly and at the mercy of the floodwaters. Morales' father helped to sandbag around homes, but residents said the effort almost seems futile.
Morales said her home was hit especially hard because the water flowed between gaps in her fence.
"It was horrible," she said.
Morales said what may be even worse is not knowing if the streets will have the chance to dry out if more water reaches the area over the next few days.
"I heard in the news that it is going to rain tomorrow, and when it rains, it gets worse," she said.
Some residents said they have asked the city what can be done about the flooding problems in Chihuahuaita, but said they have not been given any specific answers.
