Canutillo ISD internal audit sent over to TEA

TEA officials say audit now under review

EL PASO, Texas —

KFOX14 learns that the Texas Education Agency has been notified of an internal audit that revealed improper conduct by superintendent Damon Murphy's job.

Late Thursday evening, Canutillo Independent School District trustees voted 6-0 to suspend Murphy without pay after receiving an internal audit.

The findings by the internal auditor revealed several discrepancies. One involved a group of 10th graders at Canutillo High School, who were advanced to the 11th grade halfway through the year because they were Limited English Proficiency students. Therefore those LEP students were intentionally excluded from taking the 10th-grade assessment test. Those students test scores would have been factored into federal accountability measures.

On Friday, TEA spokeswoman Deetta Culbertson said the agency has received a copy of the internal audit and is in the process of reviewing the report.

Canutillo ISD board of trustees president, Armando Rodriguez,released the following statement Friday afternoon:

"The district provided a copy of the Dec. 6, 2012 audit report to TEA. At this time I am not aware of any official investigation by TEA. Obviously CISD took proper steps to identify issues addressed in the report. On its own initiative. We will continue to proactively address the issue. We hope the commissioner will support the actions issued by the district."

Although there is some sense of sympathy for the superintendent, parents are very troubled with the possible cheating scheme in their district.

"It's kind of harsh because nothing has really been proven," said Rosa Solis, a concerned Canutillo High School but as the same time she believes the school board should "get rid of all the negative publicity and everybody that's involved and start over."

Some parents say it is particularly sad that the educational needs of these LEP students were overlooked by promoting them to the 11th grade. 

"It's disappointing of course because we put our trust in our school leaders. I can imagine that a great deal of harm was done to these students who were passed up," said Blanca Acevedo, another concerned Canutillo parent.

A future school board meeting will be required to decide if and when they will dismiss superintendent Damon Murphy.
