EPISD cracks down on corruption

Bowie High School assistant principal fired, associate superintendent resigns

EL PASO, Texas —

El Paso Independent School District trustees announced Friday that they will terminate the assistant principal at Bowie High School amid cheating accusations.

District officials said Anna Louisa Kell will have her contract terminated, and trustees also plan on turning her over to the appropriate authorities.

On Friday morning, Maria A. Flores, an associate superintendent of the elementary schools division since 2009, resigned after allegedly being questioned by administrators. 

Reneé de Santos, EPISD communications specialist said Flores tendered her resignation in order to retire from the Teacher Retirement System of Texas.

“Ms. Flores elected to resign to retire rather than engage in further discussion of her employment. Prior to her acceptance of this resignation, she was informed in writing that a report and notice will be forwarded to State Board for Educator Certification,” de Santos said.

Her resignation is effective Jan. 25.

In November, EPISD interim superintendent Vernon Butler placed Kell and other district officials on paid administrative leave.

In a statement in November, Butler said his decision was "based on my preliminary assessment as EPISD interim superintendent of previously disclosed internal audit reports, statements and interviews that I have requested that warrant further review for possible violations of the State Educators' Code of Conduct,"

In April, Jesus Chavez was ousted as principal at Bowie High School after being accused of taking part in a standardized test-rigging scandal that's plagued the district.

In October, former EPISD superintendent Lorenzo Garcia was sentenced to 3½ years in prison for two counts of conspiracy to commit mail fraud charges. He also had to pay $180,000 in a restitution fine and a $56,500 fine to the federal government.

In June, Garcia pleaded guilty to conspiracy charges and cheating on test scores.
