Arrest warrants for two contractors have been issued.
El Paso County Attorney Jose Rodriguez said Joseph Arroyos, 32, and Claudia Gisela Ramirez, 29, collected money from a Northeast El Paso family for flood repair work but never finished the job.
Both face charges of deceptive business practice, a class A misdemeanor, punishable with a fine and/or jail time.
Officials said this is not the first time Arroyos has been in trouble with the law; they said he has an extensive criminal history.
