Solicitors will now have to follow new rules under an ordinance that prevents them from approaching people a certain way.
The El Paso City Council approved the "aggressive" solicitation ordinance in certain public areas.
"There is a lot of panhandlers in every single state. There are some people that care, and some people that don't care."
This man, who calls himself Chief, has been on the Sun City streets for about nine years -- and homeless most of his life. As of today, things will change in El Paso. Not for just him, but for anyone asking for your money.
City council passed an ordinance Tuesday to stop panhandlers from being aggressive toward citizens. It also requires these solicitors to stay at least 15 feet away from medians, bus stops, schools, banks and restaurants -- not only for the safety of others but theirs as well.
"Priority number one is our citizens safety. When it presents a danger to those individuals who are driving or those individuals who may be doing solicitation near those roadways, we keep everybody safe," said Courtney Niland, District 8 city representative.
"I don't think it's a big problem. I think every individual should decide if they should let someone come up to them and ask them for money or to solicit something. I think it's an overreaction by City Council," said Carlos Campos, an El Paso resident.
Reps. Susie Byrd and Emma Acosta voted against it saying it would target the homeless and only certain parts of the city.
Other city representatives say it in no way is targeting a specific group and is a citywide initiative.
"A long time ago, back in the 60's, when I was a boy, I hear this 'love thy neighbor.' it's hate thy neighbor now," said Chief.
Violators could face up to $500 in fines.
