EL PASO, Texas —

The Texas Department of Agriculture found four El Paso gas stations to be out of compliance in the last two months.

The gas stations are located at 11101 Gateway Blvd W., 11096 Pebble Hills Blvd., 700 Americas Ave., 1140 Airway Blvd. Two of the gas stations are Exxon and two of them are Circle K.

The DOA tests pumps routinely, and sometimes because of complaints. The department looks for pumps that don't start calculating price at zero and pumps that don't actually give the amount of gas they appear to be giving.

It's too early to know if the four stations will be fined but the DOA said the stations have had certified technicians fix the issues and now they're allowed to operate.

People at the Circle K on Pebble Hills told KFOX14 News they had no idea this was happening.

Miguel Reyna said he's a truck driver and every penny counts.

"Overpaying fuel hurts me really bad," Reyna said.

Chris Contreras was appalled at the news.

"That's terrible," Contreras said. "I mean the gas prices as high as they are already -- that's just ridiculous. We work hard for our money, we don't have to have them steal from us. That's basically stealing, isn't it?"

The Regional Operations Director of the Circle K at 11096 Pebble Hills told KFOX that he had no comment and to call the corporate office in Dallas.

KFOX reached Circle K's Human Resource Director, Robert Browning, who also had no comment.

Don Glickstein said he owns the Exxon on Airway.

"We have no way of testing the pumps out at all," Glickstein said. "As soon as they check the tanks and we find out they're not calibrated right, we call the people to calibrate them and then they become certified, and that's exactly what we did."

Glickstein admitted that he has no way of knowing how long his business has been overcharging customers.
