LA UNION, N.M. -- Last week's flooding in La Union has left a mess for residents and Dona Ana Co. cleanup crews. 

Some residents of the village, however, said they are not surprised the dam breach happened.

"I've seen those dams go down a couple of times," Alex Uranga said.

Uranga lives in La Union and is a real estate agent.

He's also a former chairman of the village.

"They've got old technology on those dams. Somebody needs to resign them," he said.

But Dona Ana County spokesperson Jess Williams told KFOX 14 that's unlikely tohappen, because as crews start work on the dam this week and clearing the roads, that's as far as the county can go.

Williams said in a statement via text message, "We have a master (storm water) plan, (however) we have not identified the 6 billion dollars necessary to implement it."

That leaves other residents KFOX 14 talked to not very surprised.

"I'd like to see it, but I don't know if you're going to see it." Luis Segovia said.

Williams said that county officials are frustrated as well with their lack of cash to improve the village's drainage problems, but that there's only so much they can do.
